In 1960 Morris Mirkin and his brother-in-law Rubin Bird became partners in Budget Rent a Car of Southern California (SOCAL). SOCAL has always operated in Southern California and much of the state of Nevada. It was this partnership's original business concept that grew Budget Rent a Car operations into a nation-wide and ultimately a world-wide company. In 1960 the founders transferred the rights to operate as Budget Rent a Car throughout the world to Budget Corporation of America (Budget) while retaining the exclusive rights to operate Budget Rent a Car in Southern California.

In 1968, Budget was sold to Transamerica and the founding families focused their attention on growing and developing the Southern California and Nevada territories. Over the years, the Budget business model was refined and the founders offered franchises to individuals throughout their territories, many of whom continue to operate today.
